Tex. Health & Safety Code Section 342.002
Municipal Power Concerning Sewers and Privies

The governing body of a municipality may:

(1)

regulate the making, filling, altering, or repairing of sewers and privies;

(2)

direct the mode and material for constructing sewers and privies; and

(3)

regulate the cleaning and disinfecting of sewers and privies.
