Tex. Health & Safety Code Section 264.011
Board of Directors

The authority is governed by a board of directors with at least seven and not more than 11 members.

The number of directors shall be determined at the time the authority is created. The number may be changed by amendment of the order creating the authority unless prohibited by the resolution authorizing the issuance of bonds or by the trust indenture securing the bonds. However, a reduction in the number of directors may not shorten the term of an incumbent director.
