Tex. Election Code Section 501.102
Election Precincts


(a)

County election precincts shall be used for a local option election to be held in an entire county or in a justice precinct.

(b)

Election precincts established by the governing body of the municipality for its municipal elections shall be used for a local option election to be held in a municipality. If the governing body has not established precincts for its municipal elections, the commissioners court shall prescribe the election precincts for the local option election under the law governing establishment of precincts for municipal elections.
