Tex. Local Gov't Code Section 601.026
Powers of Board


The board manages the property and business of the authority.


The board may adopt bylaws and rules governing the manner in which the business of the authority is conducted.


The board may employ a secretary, an executive director, legal staff, technical experts, and other agents and employees that it requires. It may determine the qualifications and fix the compensation of those persons.


The board may delegate to an agent or employee powers as it considers necessary to carry out the purposes of this subchapter, and the agent or employee is subject to the supervision and control of the board.
