Tex. Local Gov't Code Section 572.060
Contracts for Sewer or Water Services

A public utility agency may:

(1)

contract with the public entities creating the agency for the collection, transportation, treatment, or disposal of sewage or the conservation, storage, transportation, treatment, or distribution of water; and

(2)

under terms the agency’s board of directors considers appropriate, contract with private entities for services described by Subdivision (1).
