Tex. Local Gov't Code Section 382.106
Rules; Enforcement

A county may authorize the board to adopt rules:

(1)

to administer and operate the district;

(2)

for the use, enjoyment, availability, protection, security, and maintenance of district property, including facilities; or

(3)

to provide for public safety and security in the district.
