Tex. Local Gov't Code Section 374.903
Urban Renewal in Disaster Area


If the governing body of a municipality certifies that an area needs redevelopment or rehabilitation because of a flood, fire, hurricane, earthquake, storm, or other catastrophe for which the governor has certified the state’s need for disaster assistance under applicable federal law, the governing body may approve an urban renewal plan and an urban renewal project for the affected area without regard to Section 374.014 (Municipal Urban Renewal Plan)(d) and to the provisions of this chapter that require a general plan for the municipality and a public hearing on the urban renewal project.
