Tex. Local Gov't Code Section 372.014
Assessment Plan; Payment by Exempt Jurisdictions


(a)

An assessment plan must be included in the annual service plan.

(b)

The municipality or county is responsible for payment of assessments against exempt municipal or county property in the district. Payment of assessments by other exempt jurisdictions must be established by contract. An assessment paid by the municipality or county under this subsection is considered to have been paid by special assessment for the purposes of Subsection (a).
