Tex. Local Gov't Code Section 371.002
Composition of Board

(a)

The governing body of the municipality shall appoint five members to the board.

(b)

A board member serves two-year terms and may not receive compensation for service on the board. A board member serves only in an advisory capacity and is not a public officer or agent of the municipality.

(c)

A member’s service on the board does not invalidate a contract with the municipality in which the member has an interest.
