Tex. Local Gov't Code Section 361.026
Responsibility for Operation of Jail

The contract must provide:

(1)

that the sheriffs of the two counties are jointly responsible for the operation of any jail, lockup, jail annex, or other detention facility in the justice center and for the custody, care, and treatment of persons in custody in that facility; or

(2)

for the employment of a jailer who shall exercise those responsibilities.
