Tex. Local Gov't Code Section 361.022
Contract to Provide Justice Center

(a)

A county in this state and a municipality in that county, both of which are located on the state line, may contract with an adjoining county of the other state and any municipality in that county for the joint construction, financing, operation, and management of a justice center located on the state line. The municipality in this state need not be the county seat of the county.

(b)

The contract may provide that the justice center contain:

(1)

courtrooms and office space needed by municipal, justice, county, district, and appellate courts;

(2)

jail, lockup, jail annex, and other detention facilities;

(3)

federal, county, precinct, and municipal offices for prosecuting attorneys and other personnel as needed;

(4)

adult or juvenile probation offices;

(5)

other offices that either county or either municipality is separately authorized or required to operate or provide; or

(6)

parking facilities, dining areas, and other facilities incidental to the operation of the center.
