Tex. Local Gov't Code Section 323.024
Management

(a)

The commissioners court of a county that has established a law library under this subchapter shall adopt rules for the use of books in the county law library.

(b)

The commissioners court may vest management of the library in a committee selected by the county bar association. Actions of the committee are subject to approval by the commissioners court.
