Tex. Local Gov't Code Section 306.052
Bond Approval and Registration


(a)

The bonds may not be delivered until:

(1)

a transcript of the proceedings authorizing their issuance has been submitted to the attorney general and approved by the attorney general as to legality; and

(2)

the bonds have been registered by the comptroller of public accounts.

(b)

If approved by the attorney general, the bonds are incontestable except for fraud.
