Tex. Local Gov't Code Section 281.021
Board of Directors


(a)

An authority must be governed by a board of directors composed of 5, 7, 9, or 11 directors.

(b)

A majority of the directors constitute a quorum and a concurrence of the majority is sufficient in all matters relating to the business of the authority.
