Before or after expiration of the period for conformance set under Section 214.134 (Resolution or Ordinance)(b)(2), a municipality, following the same procedure that it is authorized by law to use to institute condemnation proceedings, may:
remove a structure and condemn property in the area between a street and a building line; and
impose an assessment against property owners and property that is benefitted by the establishment of the building line to the extent of the benefit.
The municipality must provide notice and a hearing to the owner of affected property for the determination of:
additional damages sustained by the removal of a structure or the taking of land in the area between a street and a building line; or
