Tex. Local Gov't Code Section 177.051
Fund Authorized

(a)

A county or other political subdivision of this state may establish a fund to provide insurance authorized by Subchapter A.

(b)

A fund established under Subsection (a) shall be known as the “health and insurance fund--employees and dependents.”
