Tex. Health & Safety Code Section 300A.0024
Qualifications for Office

(a)

To be eligible to serve as a director, a person must be a resident of the local government that appoints the person under Section 300A.0023 (Board of Directors).

(b)

An employee of the district may not serve as a director.
