Tex. Health & Safety Code Section 253.002
Investigation by Department

(a)

If the department receives a report that an employee of a facility, other than a facility licensed under Chapter 252 (Intermediate Care Facilities for Individuals with an Intellectual Disability), committed reportable conduct, the department shall investigate the report to determine whether the employee has committed the reportable conduct.

(b)

If the department receives a report that an employee of a facility licensed under Chapter 252 (Intermediate Care Facilities for Individuals with an Intellectual Disability) or of an individual employer committed reportable conduct, the department shall forward that report to the Department of Family and Protective Services for investigation.
