Tex. Health & Safety Code Section 101.009
Gifts and Grants

(a)

The council is encouraged to seek and the department may accept on behalf of the council a gift or grant from any public or private entity.

(b)

The department shall deposit any money received under Subsection (a) in the state treasury to be used for the purposes of this chapter.
