Tex. Gov't Code Section 79.011
Establishment of Board; Composition

(a)

The commission is governed by a board consisting of eight ex officio members and five appointive members.

(b)

Except as provided by Section 79.033 (Administrative Attachment; Support; Budget)(b), the board shall exercise the powers and perform the duties under this chapter independently of the council.
