Gov't Code Section 418.107
Local Finance
(a)
A political subdivision may make appropriations for emergency management services as provided by law for making appropriations for ordinary expenses.(b)
Political subdivisions may make agreements for the purpose of organizing emergency management service divisions and provide for a mutual method of financing the organization of units on a basis satisfactory to the subdivisions.(c)
A local government entity may render mutual aid to other local government entities under mutual aid agreements or the system.(d)
A political subdivision may issue time warrants for the payment of the cost of any equipment, construction, acquisition, or any improvements for carrying out this chapter. The warrants shall be issued in accordance with Chapter 252 (Purchasing and Contracting Authority of Municipalities), Local Government Code, in the case of a municipality, or Subchapter C (Short Title), Chapter 262 (Purchasing and Contracting Authority of Counties), Local Government Code, in the case of a county. Time warrants issued for financing permanent construction or improvement for emergency management purposes are subject to the right of the voters to require a referendum vote under Section 252.045 (Referendum on Issuance of Time Warrants) or 262.029 (Time Warrant Election), Local Government Code, as applicable.
