Tex. Gov't Code Section 2261.259
Electronic Compliance Submissions

A state agency that uses the centralized accounting and payroll system authorized under Sections 2101.035 (Administration of Usas) and 2101.036 (State Agency Internal Accounting Systems) or an alternative computer software system for compliance requirements related to the procurement of goods or services may electronically submit to the comptroller using that computer software system a written justification, verification, notification, or acknowledgement required under this chapter or Subchapter B (Comptroller Purchasing System), Chapter 2155 (Purchasing: General Rules and Procedures).
