Tex. Gov't Code Section 2261.054
Statement Regarding Vendor Selection Required for Certain Contract Awards

If a state agency awards a contract to a vendor who did not receive the highest score in an assessment process certified under Section 2261.0525 (Certification of Vendor Assessment Process), the agency shall state in writing in the contract file the reasons for making the award.
