Tex. Gov't Code Section 2105.055
Public Comments

(a)

An agency shall summarize, in a fair manner, the types of public comments received by the agency during public hearings regarding a plan.

(b)

If an agency’s final decision does not reflect the recommendations of particular classes of public comments, the agency shall provide a reasoned response justifying the agency’s decision as to each comment.

(c)

An agency shall distribute the summary of public comments and the responses to the comments as part of the plan and shall:

(1)

have the summary and response published in the Texas Register; and

(2)

make the summary and response available to the public.
