Tex. Gov't Code Section 2059.056
Responsibility for External and Internal Security Threats


If the department provides network security services for a state agency or other entity under this chapter, the department is responsible for network security from external threats for that agency or entity. Network security management for that state agency or entity regarding internal threats remains the responsibility of that state agency or entity.
