Tex. Gov't Code Section 1504.103
Authority to Issue Bonds, Notes, and Warrants

A municipality may issue bonds, notes, or warrants to provide the money to purchase, construct, improve, enlarge, extend, repair, or equip a building or structure described by Section 1504.102 (Authority for Auditoriums and Exhibition Facilities).
