Tex. Gov't Code Section 1501.152
Notice of Intention to Issue Certificates of Indebtedness

(a)

The governing body of the municipality may not authorize the issuance of certificates of indebtedness under this subchapter until the municipality gives notice of the municipality’s intention to issue the certificates.

(b)

The notice must:

(1)

be published in a newspaper of general circulation in the municipality once each week for two consecutive weeks, with the first publication being before the 14th day before the date the governing body proposes to adopt the ordinance authorizing the issuance of the certificates of indebtedness; and

(2)

state:

(A)

the time and place the governing body of the municipality proposes to authorize the issuance;

(B)

the maximum amount of the certificates to be issued; and

(C)

the purpose for which the certificates are to be issued.
