Tex. Gov't Code Section 1474.151
County Powers

A county acting under this chapter may:

(1)

own or construct a reservoir, dam, levee, well, canal, or other improvement;

(2)

acquire a necessary right-of-way or other land by purchase or by condemnation in the manner provided by Chapter 21 (Eminent Domain), Property Code; or

(3)

perform any other work or construct or acquire any other improvement required for the proper and efficient irrigation of land in the county.
