Tex. Gov't Code Section 1472.008
Refunding of Refunding Bonds

Subject to Section 1472.002 (Authority to Issue Refunding Bonds)(b), the commissioners court may refund bonds issued under this chapter on the terms, including the maturity, as determined by the court.
