Tex. Gov't Code Section 1433.023
Authority to Issue Revenue Bonds

(a)

Except as provided by Subsection (b), an issuer may issue revenue bonds to pay all or a part of the cost of acquiring, constructing, enlarging, or improving an industrial project, including a project in an enterprise zone designated under Chapter 2303 (Enterprise Zones), or a medical project.

(b)

A district may not authorize revenue bonds for a medical project.

(c)

An issuer may secure the payment of the bonds as provided by this chapter.
