Tex. Gov't Code Section 1401.003
Legislative Authority

The authority may not issue or sell a bond under this chapter for a project unless the legislature has authorized the specific project by:

(1)

this chapter;

(2)

the General Appropriations Act; or

(3)

Chapter 1232 (Texas Public Finance Authority).
