Tex. Gov't Code Section 1207.025
Registration Before Deposit; Registration Without Cancellation of Obligations to Be Refunded

(a)

The comptroller may register refunding bonds as provided by Chapter 1202 (Examination and Registration of Public Securities) before a deposit required by this subchapter or Subchapter C is made.

(b)

If the issuer has complied with each applicable requirement of this chapter, the comptroller shall register refunding bonds issued to make a deposit under this subchapter without the surrender, exchange, or cancellation of the obligations to be refunded.
