Tex. Agric. Code Section 143.027
Extension of Subchapter to Adjoining Area by Order


A commissioners court by order shall extend application of this subchapter to territory that is between two areas of the county that have adopted this subchapter or is adjacent to an area, in that county or in another county, that has adopted this subchapter if:

(1)

there are fewer than 20 freeholders in the territory and a majority of the owners of the land in the territory petition the court to extend application of this subchapter to that area;

(2)

there are no freeholders in the territory and the owners of the land petition the commissioners court to extend application of this subchapter to that territory; or

(3)

a person who owns land that is adjacent to land to which this subchapter has been extended petitions the court to extend application of this subchapter to that person’s land.
